[Idiom] in the roulette wheel that is fast food

Hi,
I happened to read a journal and there was an expression that I really didn't get it, even though I knew each word separately.

"In the roulette wheel that is fast food, A company has a strategy when it comes to its new food menu."

I don't get this part 'in the roulette wheel that is fast food,'
Does it mean that 'If A company do bet on fast food,' ?

I'll appreciate your help :)

The idea, probably (more context always helps), is that you gamble when you eat fast food. You might, on rare occasion, "win" by finding some really good food. But, like on the Roulette wheel , most of the slots are losers.

Since the sentence deals with a company's menu, the use of roulette wheel suggests that each new item put on the menu is a gamble. Will people order it or not?
