    Another time seeking your help.

    In view of reports about local "elections" having taken place in Crimea and Sevastopol, we
    recall that the European Union recognises neither the legal framework nor the legitimacy of
    these "elections".

    having taken place - in this particular context what does it mean?
    we recall - how do I understand this?

    My question is not about politics - besides these questions I understand everything perfectly well.

    "Having taken place" means that the elections have happened and are over,

    The phrase "we recall" is odd for me. I think "we reiterate" would be better.
