    In this context, it means he raised one eyebrow upwards. A person cocks an eyebrow usually either because he is skeptical of what's being said, or because he's flirting with someone and has made a suggestive remark.

    To me, it doesn't sound right. 'Cocked' could be replaced with 'raised'. Cocked only really sounds in place when talking about guns
    'He cocked the gun'
