I don't know Who there is with him or Who is with him

    1. (a) Statement - There is a man with him.
    (b) Question - Who is there with him? (a man)
    (c) Noun clause -Who there is with him.

    2. (a)Statement -The man is with him.
(b)question -Who is with him? (The man)
    (c)N.clause -Who is with him.

    My question,
[1]Are there any significant difference between 1.(b)/(c) and 2.(b)/(c) ?
[2]Are here questions and noun clauses correct?

Your question 2 is incorrectly constructed. Can you see what is wrong with it?
Remember - if you don't use correct capitalisation, punctuation and spacing, anything you write will be incorrect.

Have you seen the construction "Are here ...?" before?

    It should be "Are there"?

    Should it be 'Are the'?
