    "might have been" or "might be"?

    Hi,
    I need to understand when to use "might have been" and "might be" and what is the difference?
    Like in this sentence which one do we use?
    "Many institutions were established, and this (might have been/ might be) a good start for the people but,,,"
    Can you explain please?

    Both are possible. If you post the full sentence it might be possible to see if one is more suitable than the other.

    The whole sentence, which I want to use in an essay I'm writing, is: "After the second world war, many factories were established in Europe. This might have been (as I wrote first) a good start for the development of the people but one of the main factors that cause the destruction of the environment."
