[Grammar] The use of "made out of" and "made of"

Hi,
Can you tell me when to use "made out of" and "made of" and what is the difference between both of them.
Like in these sentences, which one do we use:
1- The tools are made of plastic.
2- The tools are made out of plastic.
And could you show me the which one is correct?

Your examples are both correct and mean the same.

I mean whenever I want to use "made of", does it always work to use "made out of"?

In general, yes. But the "out" in "made out of" is not necessary.

I am not a teacher.

If the thing is made from a raw material, such as plastic or wood, then I agree that there is no difference, and 'out' is unnecessary.

If, on the other hand, something has been made by the transformation of something else, like a silk purse out of a sow's ear, or a lamp out of an old Chianti bottle, then the 'out' has its use.

If there has been a transformation, then made from works.
