it's illegal for any slime bucket to hook up with a live fish

In Minnesota, it's illegal for any slime bucket to hook up with a live fish. Don't worry disinterested wives, a cold fish is still A-OK!
    source: yelp

This is a sex law in the US. What does it mean? Can you rephrase the two sentences above?

    Thanks!

I think you might have found that on some kind of joke website! I'm pretty sure it's not really a Minnesota law.
Remember - if you don't use correct capitalisation, punctuation and spacing, anything you write will be incorrect.

There are crazy laws in many towns and states, usually from an earlier era, but the Minnesota one makes no sense as written.
I'm not a teacher, but I write for a living. Please don't ask me about 2nd conditionals, but I'm a safe bet for what reads well in (American) English.

Apparently, in Minnesota it is illegal to have sex with a live fish (also impossible, but maybe that's a different subject). Is that a real law? Well, I suppose you could look it up. (I don't know if that is a joke website or not. I am not familiar with that one.)
