    not enough trade

    Please set me clear on the following.

    The only real deficit is not enough trade.

    I think I should read it as "the only real deficit is trade that is not enough. To avoid the deficit, you should have enough trade." Is this correct?

    Once again, some context would help us a lot.
    I'm not a teacher, but I write for a living. Please don't ask me about 2nd conditionals, but I'm a safe bet for what reads well in (American) English.

    It's "the nugget" consisted of just one sentence added at the end of a chapter.
    I can't quote the whole chapter.

    Could it be possible to read it any other way?
    At first I read it as "The only real deficit is not (enough trade)." i.e. "The only real deficit is something other than enough trade." But it sounds strange. So I thought it is a typo of "not-enough trade."

    If you are going to make a point of saying that something is NOT x, you should provide what that something IS.

    Since it said only the one thing, then "not enough trade" must be the deficit.

    Again I'm confused.

    When you said the deficit is "not enough trade," does it mean "the deficit is the trade that is not enough," or "the deficit is something that is not (enough trade)"? Or are these actually saying the same thing?

    There is not enough trade, and this is the cause of the deficit.
