    Please look at a paragraph -

    The landscape below us was afire with glittering light.
    “Pretty, isn’t it?” asked my companion, Richard Green, an eccentric Englishman who has flown all over Australia using his personal helicopter as most people would a campervan.


    What is the meaning of the clause as most people would a campervan in the context?

    Try inserting 'use' after 'would'.

    It means, "...as most people would use a campervan."
    The main verb has been left out here (legitimately), as it is in "If I could fly, I would", meaning "... I would fly.")
