    I think there are nothing different in meaning, but actually answer is (if)
    Someone help me analysis these sentences.

    if you encounter further difficulties - in the event that you encounter difficulties
    when you encounter further difficulties - the time that you encounter difficulties

    'If' is more polite and is preferred to 'when' in the context.

    If you use when, you are pretty sure/certain they will encounter difficulties. If you use if, you think there's a possibility they will encounter difficulties.
