    What do you think is the difference between 1 and 2? Does "within" make much difference?

    Yes, "within" means that he didn't use the whole army - which could be surmised if it simply read "from the Roman army".

    Even "from within" seesm to mean to use the whole army, I don't get the difference yet. It's just an expression difference, I guess, like in many other languagaes.

    For me, neither of them means "the whole army". The key word is "unit". That means a part or a subgroup.
