making good questions in different classes

In some schools, in some classes, students might have different English teacher. even the material and the aim of teaching are same, teacher sometimes add some material to make students more understand and more interesting about the material. And in some schools, they differ the the smart students in some classes and the low level students in another classes. from that event, how to make a good question for students in different class,different teacher, and different level? should We as a Teacher make different questions for examination ? or in examination all must have the same questions?

If all classes are meant to cover the same syllabus, it shouldn't be necessary to have different tests.

Different exams contain different questions. they simply need to cover the same topics which were covered in the syllabus.
