The answer is (C), I think it's impossible. Here (D) is the best answer i think.
Here have to a adverb modified adjective(technological).
The structure should be the+ adverb+adjective+noun.

To sum up,whether have a mistake in answer or not.

You need an adjective (dramatic) to qualify the noun 'development', not an adverb.

What is dramatic is the 'development' rather than 'technological'.

Do both "dramatic" and "technological" modify "development?"

Yes. They are both adjectives modifying "development." It is a dramatic development and it is a technological development.

So, In front of adjective is incomplete a adverb. Whether i have to determine which are modified by noun or adjective?

4. It enables the forum's software to find threads on similar topics. See the Similar Threads below. They are mainly related to 'simulation' rather than to 'dramatic/dramatically', and are not helpful in this case.
