    I'm sitting in row C and a guy wants to move from Row B to my row. And I ask him:

    Are you moving back here?

    Are you moving to this row?

    Are you moving to this seat?

    Are all okay?

    Only 2 is OK.

    You say 'move back' if the guy had sat in row C earlier on.
    You say 'move to this seat' if you are pointing to a seat next to you'.

    Are you moving back here?

    This can certainly have the sense that tedmc describes. However, "back here" can also mean "behind you, where I am", so this question can mean "Are you moving to this place here behind you?", without any sense of returning. So, to me, example one is fine for the circumstances you give us.
