As I told you on the other thread, this happens. Sometimes adjectives follow nouns: Attorney General, Consul General, Mother-in-law, Court Martial, etc. It just is what it is.

Why the phrase "consul general" is not general consul? because I know that we need to write the adjective before the noun.
Consul is a noun
General is an adjective.
