    Is "below" here a preposition or an adverb?

    This is a grammatical exercise:
    The flood is a bit below the safety level.
    1. In accordance with my knowledge, "a bit" is a noun phrase modifying the "below", am I right?
    2. Does "below" here act as an an adverb or a preposition? I prefer the latter.

    After reading the above, I think 'a bit' is used as an adverb modifying the prepositional phrase 'below the safety level'.

    May I add my two bits (humble opinion) to the excellent answer that you have already received?

    Yes, as Matthew Wai told us, many (most?) grammarians would say that the adverb "a bit" (= "somewhat") modifies the prepositional phrase.

    Some grammarians, however, would agree with you that the adverb modifies the preposition "below."

    In my opinion, fair-minded teachers would accept either answer as "correct."
