    This definition is the closest:

    1
    : a group of buildings, apartments, etc., that are located near each other and used for a particular purpose
    • a sports complex
    • an industrial/apartment complex



      It's an apartment complex. I would put "of" in front of 27.

    The complex cost $10 million and contains 27 luxury apartments.

    Note that we say 'ten million dollars, but we write $10 million — not 10$ million.

    'Comprises' means 'consists of' so adding 'of' after it is one 'of' too many — a common mistake.

    Alternatively, 'The ... complex is comprised of 27 luxury apartments'.
