    who will he work with

    Can I use "To whom he will work" instead of " who will he work with".

    You are absolutely correct, but 99% of English speakers would express it colloquially as "Who will he work with?"; choosing not to use "whom" at the start and ignoring the preposition at the end of the sentence.
    I'm not a teacher of English, but I have spoken it for (almost) all of my life....
