    argue

    Dear Prof.,



    The executive director argues for greater oversight.

    Does it mean the executive director encourage more oversight? But it doesn't make sense because "argue for " means "in favor of".

    'Oversight' can mean 'management of an operation or process'── quoted from http://dictionary.cambridge.org/dict...lish/oversight
