I think it means parts that are recovered from appliances (or other things) that don't work anymore. Certainly, there are all kinds of recovered parts. See: "recovered parts"
Could someone please explain what the phrase "recovered parts" mean? I'm reading about a business that sells refurbished computers and recovered parts to people on low incomes. Is 'recovered' here a synonym of 'repaired'?

I think the essence of "recovered parts" is that the part is functional, but that which it is a part of (eg. a computer) is not. Therefore the part has no value if it stays in a computer that doesn't work, but if recovered/retrieved, it could be as good as new. There's no suggestion that the part needs to be fixed (or that it doesn't need to be fixed).
