Usage of 'Should' and 'Should have to'

Are the following sentences the same in the meaning or different?

You should go to the office.

You should have to go to the office.

The second one doesn't really make sense.

Re: Usage of 'Should' and 'Should have to'

Yes, it's correct, but the context is unusual.
    Here's another example.
"People should have to attend classes and get a licence before having children."
"Should have to" means "Should be obliged to". "It should be a rule that people must attend classes ..."
