    Question Meaning of a sentence

    Dear teachers,

    in reading an article about the economic recovery in the United States, find this sentence:

    "While unemployment is now down to its lowestlevel since the onset of the Great Recession, itís still hovering above therates that prevailed over almost the entire 11 years before that".



    Its meaning is quite clear, but there's onw thing I find quite odd: why it says "the entire 11 years before that". The period of 11 years is a strange time-span to refer to, isn't it? I would expect something like "the previous decade" in a sentence like this? Or does it refer to an event or time lapse in particular?

    Thank you! So "11 years before 2008" (or 2007)?

    And "the rate that prevailed over..." could simply be rendered as "the average rate"?

    No, not an average, but all of the rates during that time period.
