mean to accept Vs. mean accepting

"In other words, “face the music” means to accept an inevitable punishment."

    Is this sentence grammatical?

I think 'mean to do' is as same as 'intend to do', so 'means to accept' should be 'means accepting' in this sentence.

Yes and yes. (It's grammatical, but "face the music" should be surrounded by single quotes, since the phrase is contained within a quotation.) (And "to accept" and "accepting" both work in the sentence.)

Re: mean to accept Vs. mean accepting

I'd use a parallel construction for greater elegance.

"In other words, 'face the music' means 'accept an inevitable punishment'".

"In other words, 'facing the music' means 'accepting an inevitable punishment'".

"In other words, 'to face the music' means 'to accept an inevitable punishment'".
