    partial negation vs total negation?

    I want to know the exact meaning of the following sentence: All vegetables aren't delicious.

    1. It means "Not all vegetables are delicious." or
    2. It means "Any vegetable aren't delicious."
    3. It has above two meanings.

    Your sentence #2 is not grammatical. I guess you mean "There are no vegetables that are delicious."

    The general meaning is 1. There are some vegetables that are not delicious.

    Under the rules of logic, you could suggest it means "[All vegetables] are not delicious = No vegetables are delicious.
    But we don't communicate that way. We'd say "No vegetables are delicious" for that meaning.
    I'm not a teacher, but I write for a living. Please don't ask me about 2nd conditionals, but I'm a safe bet for what reads well in (American) English.

    Only 1 is correct and natural. 2 seems to be logically equivalent to "No vegetables are delicious" but would never be used.
