Hello, I'm unsure where the commas would go in these sentences? Any help would be great. Thank you!
1. They didn't even have enough clothing for themselves and as such some of them were were hiding behind others.
Would there be commas around as such or before and?
2. They are generally well behaved children but also at times very naughty.
Would there be commas around at times?
3. When someone asked how we could get it back again Tim said, 'By lying.'
Would there be a comma before Tim.

I am 99.99% confident that the answer is YES.
P.S. I notice that you put the period inside the quotation marks, as Americans do. Yet you used single quotation marks. If you wish to follow American English, I believe that you need double marks:
When someone asked how we could get it back again, Tim said, "By lying."
But: "When someone asked how we could get it back again, Tim said, 'By lying.' "
