    past continuous tense

    when another library user came there ge noticed that several books were missing.

    I think 'missing' is an adjective here and 'were missing' is not the past continuous.

    Not a teacher.

    Note my corrections above in red. Always start a sentence with a capital letter. We don't say that someone "came there" - they simply "came" or "arrived". You can use "got there" but when you are a learner, it's easier to stay with the simple verbs.
    Remember - if you don't use correct capitalisation, punctuation and spacing, anything you write will be incorrect.
