    "that" as relative pronoun or conjuction

    Which is the roll of "that" at this sentence?

    There are several forms of oil pulling that millions of people are claiming will transform your health.

    This sentence does not sound familiar to me.
    I think it should be:

    There are several forms of oil pulling that will transform your health. (relative clause)

    There are several forms of oil pulling that millions of people are claiming (that as conjuction)

    'Millions of people are claiming they will transform your health.'
    'They' is a pronoun referring to 'several forms of oil pulling'.
    So 'that' is a relative pronoun referring to the same below.
    'There are several forms of oil pulling that millions of people are claiming will transform your health.'

    Am I right or wrong?
