    I'd use either 'with regard to' or 'regarding'.

    The problem here is that there are two grammatical phrases that are synonymous: 'with regard to' and 'as regards'.

    Many speakers (native speakers) have conflated these two, to produce a hybrid that many teachers disapprove of, with varying degrees of distaste.
