Which one of these 2 sentence is correct?

the relation between behaviour and media HAS BEEN DISCUSSED since 1960

or

the relation between behaviour and media HAS BEEN DISCUSSING since 1960

The first would be a correct sentence with the right punctuation. Also, it would be better with 'the media'.
The second is wrong. The relation has not been discussing anything.

The first sentence is correct form of passive tense. The subject (not stated) "has discussed" something (object) thus "object has been discussed (by subject)".

The second sentence is incorrect form of active tense. The form requires a subject i.e. "Subject has been discussing the relation between behaviour and media".

You seem to have an aversion to "articles". And I don't know what the "active tense" is. Are you certain that you are an English teacher?

You're right - should be passive voice and active voice - not tense.
