s1. He has much money that you have.
s2. He has as much money as you have.
Is there someone who can tell the difference between s1 and s2 clearly?

1 is simply not grammatical.
2 is grammatical, but would be more natural if you deleted "have."
I'm not a teacher, but I write for a living. Please don't ask me about 2nd conditionals, but I'm a safe bet for what reads well in (American) English.
