    What's the difference here:

    It's better to drive in non-traffic hours.

    VS

    It's better to drive during non-traffic hours.

    Are both okay?

    I don't find "non-traffic hours" to be natural English. I would say "It's better not to drive during the rush hour".

    I doubt there are any roads left in the world which have entire hours with no traffic. "Non-traffic" doesn't work for me either. I assume you mean that it's better to drive at times of day which are less busy on the roads.
    Remember - if you don't use correct capitalisation, punctuation and spacing, anything you write will be incorrect.
