    I don't know what you mean when you say "what does fraser mean."

    I am (or I'm) hunting high and low-- I am searching very hard for something; I am looking in every possible place I might find it.
    I'm not a teacher, but I write for a living. Please don't ask me about 2nd conditionals, but I'm a safe bet for what reads well in (American) English.

    In other words, the two opposites, 'high and low,' together mean 'everywhere.'
