Can someone check on my grammar in my official response

    a)Investigation
After investigation to the defective concrete area of columns in grid line 1-2/Ba-Ca at GF level, there is unauthorized and unapproved repairing work done on honeycomb of concrete. With no remedial measure considering to the reparation which might disintegrate concrete in structure do we not tolerate such repairing method. Hence, workers must follow approved method statement to their repairing work over any defective concrete structure.
    b)Remedial Proposal
    1. Remove cement patches on honeycomb of concrete
    2. Create construction joint via using hydraulic breaker to roughen up defective concrete surface
    3. Patch cement into defective concrete area until smooth finishing surface is reached
    c)Precaution
Concrete structure should be elaborately inspected following the removal of formwork, and we must notify residential engineer the location of defective concrete before start repairing
    d)Inspection
Inspection to the reparation of defective concrete area in columns will have been arranged with residential engineer right after the repairing work is completed

You should get in the habit of using periods at the ends of sentences. (I only fixed one of those sentences without periods. (Because I'm lazy?))

Perhaps you recognise the term "full stop" instead. Use a full stop/period at the end of sentences (unless a question mark or exclamation mark is appropriate).
Remember - if you don't use correct capitalisation, punctuation and spacing, anything you write will be incorrect.

Note that a resident engineer is an engineer who is based full-time on site to do supervision.
Column location is based on the intersection of gridlines.

not a teacher (but in the construction line)

So the repair actually made things worse? (That can't be good.)

Due to the hollowness caused by honeycombing of the concrete(caused by trapped air bubbles when wet concrete is poured into the formwork and improper compaction), its strength is compromised.
Filling up the voids with cement mortar/grout helps to regain some of the strength. It is important that filler material bonds strongly to the existing material, thus the need for the latter to be roughened.
