    On what situation do we say these two sentences?

    A. You have just arrived in Taiwan and you are welcome here.
    B. You are still in the States or in the UK, and we invite you to come to Taiwan by letter or by phone.

    I'm not a teacher, but I write for a living. Please don't ask me about 2nd conditionals, but I'm a safe bet for what reads well in (American) English.

    If the person was still in the US or the UK (or anywhere outside Taiwan), the speaker would say "We will be delighted to welcome you to Taiwan". It's clear they are referring to a future visit.
    Remember - if you don't use correct capitalisation, punctuation and spacing, anything you write will be incorrect.
