civil unrest in the country made it dangerous to talk openly to other people

    Hello all users!

It's the first time that I have come across the phrase "make/made it dangerous to infinitive".

Does the sentence in question "civil unrest in the country made it dangerous to talk openly to other people" mean it was dangerous (for people) to talk to other people because of civil unrest in the country?

    Thank you.
