    In the first, you can change "that" to "whether" or "if'.

    In the second, just substitute "check" for "know" in the corrected first version.

    You can, as long as you start the sentence 'How can I' and not 'How to'.

    No, we mean they are grammatical as titles (which is what they are) and that they are not questions. When a chapter title or the title of any piece is "How to ...." it is basically a shortened form of "Now we are going to show you how to ...". I'm sure you can see that that is not a question.
