    "that" or "whether"

    1. It is no longer a problem _______ the poor children in this district can go to school.
    2. _______ the poor children in this district can go to school is no longer a problem.
    3. _______ the poor children in this district can go to school is very clear.
    A. that B. whether C. so D. because
    My answers to them are separately B, B, B. (I understand 1 is related to appositive clause, and 2, 3 are related to subject clause.)
    Could you please give me your answers? And I really really need to know why. Thank you.

    Grammatically B works in all three. Logically, though, why should it be a problem that poor children can go to school?

    Yes, Matthew, but that report says that it's a problem that poor children cannot go to school in certain districts. The OP's sentences say the opposite.

    1. In accordance with your words, can I consider B to function well grammatically, semantically and logically in all three sentences? (I hope I have gotten myself understood.)
    2. Regarding to Question 1, can I use a "that" instead of a "whether"? Why?
