    Can a facility be installed? - A plan was announced to install a landfill

    Hi,

    "A plan was announced to install a new 400-acre landfill at Corcolle."

    Can a facility be installed?

    While studying the word 'install', I came across the sentence above.
    From what I've learned about the word 'install', I think 'install' should be replaced with 'set up' or 'build', because a facility cannot be an object of installing.

    Any comments or advice would be appreciated.

    A landfill is just a piece of land designated for that purpose. There is nothing to install, unlike a factory where there are equipment and fixtures involved.
