Which tense should we use in the sentences beginning with "In the picture, ..." ? How can we be sure about the tense we use is correct or not?

For example; "In the picture, Lisbet is surfing at the beach." seems correct. Can we also say "In the picture, Lisbet surfs at the beach." ? Or can we use another tense here?

If I want to say "In the picture, Miguel sits on his motorbike." or "In the picture, Miguel is sitting on his motorbike." both of them seem true. Which one is correct?

Also, when we say "In the picture, Tom and Fay are walking by the river."; can we use "walk" or "were walking" instead of "are walking"?

Thank you.

The present continuous tense is more natural in all the above examples.

(Don't say 'true' when you mean 'correct'.)

Sorry, "in the picture" or "on the picture"? Because I think that "in the picture" is wrong.

"More natural" could suggest that the simple present is also correct in this case. Or at least that is what I understand.

"Lisbet surfs at the beach." This is something she does habitually.
"Lisbet is surfing at the beach." In the picture the OP refers to she is in the process of doing this.
