I wanna to ask the meaning of "stone. Flying " in this sentence: Russia's relations with the West have run off the rails and into a deep ditch -- invective and stones flying. But does the wreckage deserve to be described as a new Cold War?

Given that you have a full stop (period) between the two words, which suggests that they come from separate sentences, it is likely that it is not a phrase.

In the quote, however, it suggests conflict- like throwing stones and insults at each other. It doesn't have to have a literal meaning of throwing stones, but people are being killed in the fighting and politicians are trading insults- relationships are particularly bad at the moment.

The correct start to your post is "I want to ask". You will see and hear "I wanna ask" (where "wanna" replaces "want to") but it is non-standard English and we don't encourage it on this forum.
