    ways of rewriting this better.

    I wonder how you'd rewrite these sentences to make them sound better...

    "Bureaucracy is bureaucracy--it does not change anytime and anyplace. I hate it also but no way to change, even President Obama who said change. "

    Bureaucracy is bureaucracy - it does not change anytime and anyplace. I hate it also but there is no way for it to change. Even President Obama who said change wanted it changed.

    It would be more helpful if you provide the context.
