I am not getting it. I understand why the cost of living has been compared to the accelerating BV (the fastest car in the world), it's quite obvious why hedge-fund manager is behind the steering wheel. But the second part of the sentence makes little sense to me. "Snorts ketamine off"... ketamine is a drug used for anesthesia.
