    Are both the above sentences correct and convey the same message?

    You need a subject in the second clause (after the comma). Who will release 50% of the invoice total? You need a comma after "However" too, and a space after every comma. "Meantime" is one word. You got it wrong in sentence 1 but right in sentence 2. Take more care with your posts.
    Remember - if you don't use correct capitalisation, punctuation and spacing, anything you write will be incorrect.
