    It is an acronym for "What the f*ck". By the way you should say "What does this mean?" rather than "What is this mean?"

    I'm not a teacher, but I write for a living. Please don't ask me about 2nd conditionals, but I'm a safe bet for what reads well in (American) English.

    Note the correct way to construct a question like this:

    What does 'WTF' mean?

    If you plan to ask this kind of question on this forum, it is a good idea to learn/memorise that construction. Just learn: What + does + [word or phrase you don't understand] + mean + question mark.
    Remember - if you don't use correct capitalisation, punctuation and spacing, anything you write will be incorrect.

    It is used to show that something cannot be understood or is surprising/shocking, etc.
