    The United States has a policy of not doing that, and the recent executions of U.S. and other Western ISIS hostages have sparked debate over whether that should change.

    Can I omit the word "whether" here?

    Can It make sense?

    Please explain me why the word whether is important and what does it mean on this sentences.

    The word "whether" means that there is a choice. Without it, the sentence has no meaning.
