Lightbulb What is the meaning of "House" in this sentence?

Hey guys, hope you are doing good.

My question might seem a little simple but I don't get it.
I heard it in a TV series called "Allegiance".

    Context is here:
There is a man called "Alex" who is a rookie CIA analyst and is detailed to FBI for stopping an operation which is designed by Russians to bring America to it's knees.
This man is so smart but in an unusual way, I mean he's a bit weird.
There is a meeting and Alex is talking to the director of FBI about his clues. The director is kind of surprised of what he said and told his friend:

This what you meant when you said you were training the analysts in Russia House to think outside the box, Don?
Don says: Not my training. He came to me this way. But Russia's been acting
    pretty far outside the box
for the last year, so maybe it was lucky timing.

I don't understand the meaning of underlined parts. any help would be appreciated.

    ***** NOT A TEACHER *****

I would interpret it this way:

"Russia has been acting in ways that are NOT usual and NOT expected. So it's difficult for us to know (or guess) what it has been doing or planning during the last year."

The expression "outside the box" is used quite often:

Manager: Our business is losing customers. We have done everything to get customers: put advertisements in the newspapers, gone on the Internet, bought expensive TV time, etc. But nothing works.

Employee: Well, sir, maybe it's time that we start thinking outside the box. Let's think of something that no one has ever thought of before. Something that will get us a lot of customers and something that will shock our competition!

    Hello again, Farshad:

    I have found the answer.

It seems that "Russia House" is the nickname for the section in the CIA that spies on Russia.

I have exciting news for you. If you can access the Google search engine, please type in these words: Interview with "Allegiance" Star Gavin Stenhouse Channel Guide

Please note: to its knees, not it's knees.
I'm not a teacher, but I write for a living. Please don't ask me about 2nd conditionals, but I'm a safe bet for what reads well in (American) English.
