    call into being

What does the author mean by "calls into being." I know that this expression means "give birth to." However, here it is not clear to what the subject of the sentence gives birth. Maybe "ever existing"? Here is the context:

"Despair — such as no other species of wretchedness ever calls into being — despair alone urged me, after long irresolution, to uplift the heavy lids of my eyes." (http://poestories.com/read/premature)

    Re: call into being

"Evokes" is a modern equivalent of "calls into being".

"Evoke" means "arise" or "arouse"? If "arouse," then arouse what? What is the object of the sentence?
Dear probus, could you, please, paraphrase the part between dashes?

    Re: call into being

It was the most extreme manifestation of that feeling possible.

    Re: call into being

It is a place name though, I have been to Minto in the suburbs of Sydney, and I belive there are also other places that share the same name.
