    what does the sentence in bold mean?

    The consuls held veto power over one another. Neither consul could make a law without the consent of the other." The Romans never wanted power concentrated in one person again.

    By the way, what the possible grammar tips to understand this sentence structure well?

    It means that one consul alone could not make law. Only the two of them together could.

    Have the moderators ever considered creating a button to convey this very message?

    I have lost count of the number of times I've opened a thread only to find someone telling someone else how not to waste everybody's time. Just an idea.
