Can I say "it's 2200 hours" instead of "it's 10 o'clock PM"?

Yes, you can say it, but in what circumstances? If somebody asks us the time we would normally say 'it's ten o'clock' without the PM as that would be obvious. In the military it would be quite normal to use 2200 hours.
