    would provide children

92)In 2014, the UNICEF Tap Project developed a unique smartphone app. People could use it to help children who suffer from a lack of clean water. Tha app measured how long you would go without using your phone. And for every ten minutes that you did not use it, UNICEF would provide children in need with clean water for a whole day....

Does this "would" mean "a habitual action in the past" or "future in the past"?

    Re: would provide children

I would call it a conditional. The result will occur only if the condition is fulfilled.

Is it a conditional for the present or future?

    Re: would provide children

The condition is in the present; the result is in the future.
